SER was founded in 2011 from a joint venture formed in 2010 between a Brazilian company and a Spanish company. SER is one of the pioneering companies in the solar market in Brazil and one of the cofounder of ABSOLAR. Our History

Murilo has led large companies for over three decades. In parallel, he studied his Doctorate in administration with a speciality in education and innovation and the financial impacts that these variable cause in businesses when they go public. He originally studied engineering, specialising in energy generation.

DAVID FONTES

Partner and co-founder.
Project Director.

David studied Economics at the Catholic Faculty of Economic Sciences of Bahia, with a Master’s in Administration from the Federal University of Bahia. Working professionally since 1990, since 2001 he has worked in the energy market in Brazil, being responsible for multiple hydraulic, thermoelectric and renewable energy projects. At SER, he has been the Project Development Manager since its foundation.

DAVID RODRÍGUEZ

He studied as a Civil Engineer at the University of Granada, then took on more general studies, with an MBA and the AD1 Senior Management Programme from the San Telmo Institute. He has worked as an executive in different markets such as construction, cinema and renewable energy. After founding SER in 2011, he manages the business development department of the company and combines this function with his activity as an investor in innovative projects in Spain.

He studied Business Administration, with a postgraduate degree from the University of California, Berkeley. He has worked in the renewable energy sector since 2012. Before joining SER, he worked in solar power generation throughout California, and later as a project manager for large plants in a photovoltaic energy multinational.

The energy market in general, and the solar energy market in particular, are undergoing a period of profound changes. The structure of SER was designed for quick and precise reading of the different scenarios of the market, and quick and appropriate matching of our products and services to the changes.

We decided that essential activities must be carried out by our own team, occasionally supported by consultants specialised in specific issues for certain regions. It is in this way that we can guarantee that the strategy is ideal, from the search for land with the desired characteristics to obtaining competitive connections. The spirit of continuous improvement and innovation is what defines the development of our projects and our business.

Each month, we consolidate and analyse all information generated by our activities on our management system to be able to improve each process and thereby guarantee the result of each project.

In order to ensure the positive result of the demanding Due Diligences that we periodically receive, all information on our projects is designed on a system with perfect technical and legal traceability. In this way, all our clients and partners interested in participating in the free market or in tenders for the regulated market have the necessary information available for designing their business from our projects with the necessary technical and legal security.

ACR

How does the ACR work in Brazil?

The ACR “Ambente de Contratação Regulado” (Regulated Contract Framework) in Brazil functions as follows:

  • Through its various bodies – ANEEL, EPE, MME – the state organises tenders which are carried out online on a certain day and with a frequency of 1 or 2 per year.
  • To be able to participate in the tender, a series of requirements must be fulfilled by both the project and the tenderer.
  • The winners of the tenders normally sign contracts of 15 to 20 years with the distribution companies with the guarantee of the Brazilian government.

In summary, the process is as follows:

FAQ ACR

Do I need to be a Brazilian company to participate?

At least one participant of the consortium must be a Brazilian company, which will lead the consortium. SER projects will be in the legal format of an SPE prepared for the tender.

How does the tender work?

The tender is completely online with all participants, beginning from the established time. Following the procedure, the bidders begin to make their offers until ANEEL decides to close the tender with the quantities and prices reached.

What do I need to participate in the tender?

It is necessary for the company to have a project specifically established for the tender. As a consortium or alone (in the case of a national company), a guarantee of 1% of the forecast investment value must be contributed.

What happens after the tender?

After the tender there are two options. If the offer made was unsuccessful, the guarantees are refunded in the period of one week. In the case of the offer winning, we enter the PPA signing phase, which has several phases. In summary, the first step, the documentary analysis of the winning proposal for guaranteeing that the net equity of the winner is at least equal to 10% of the forecast investment. Subsequently, the guarantee must be raised to 5% of the forecast investment. Finally, a detailed schedule of the project must be approved by ANEEL, which declared the process ready for signing the PPA. This whole process must take approximately eight months.

The free market in Brazil is characterised by:

  • Private contracts with energy distribution, commercialisation or consumer companies.
  • Projects must be registered with ANEEL, although the requirements are not difficult to fulfil.
  • Contracts are usually from 1 to 25 years, which must be registered with the Power Commercialization Chamber (CCEE).

Frequent questions

To participate in the auction do I need to have a Brazilian company?

At least one of the companies participating in the auction must be Brazilian and this will be the leader of the consortium. In SER projects are associated with SPEs clean and prepared to participate in auctions.

How does the auction work?
